Key principles Pillar I

The key principles for Pillar I are 

  1. flexibility and enhancing the linkage between policy development, water resource management, knowledge development, and implementation.
  2. Expert information and insights on policy and strategy development are developed to support the implementation of the NWRP 2037 and other pertinent water policy goals. 
  3. The flexible set-up allows for adjustment to evolving and actual needs. 

Other characteristics are:

  • Integrated approach: considering technical, institutional, and political aspects of issues/questions at hand. In that, we will seek integration with the activities of the Egyptian-Dutch High-Level Panel activities; we aim to reinforce and support the activities and outcomes of the Panel. In addition, use will be made of the environmental impact assessment tools that support well-informed and science based decision-making at project and policy level..
  • Multi-actor oriented: considering all key stakeholders such as relevant ministries and government agencies, public/private investors, knowledge institutions, donors, civil society and other entities as considered relevant. This approach supports the broadening of ownership for key policies, with a view to sustainable development and implementation.

Pillar I will also create a well-informed and science-based platform and facilitate (inter)national actors to jointly identify key questions, challenges and priorities on topics relevant in the water sector. It will be supported by activities and outputs of the Knowledge Cooperation Pillar II by: 

i) including resource persons active in the knowledge projects; and

ii) enhancing linkage between the knowledge needs identified in JCAR and the needs that arise from key policy questions. 

The findings and outputs contribute to evidence- and science-based decision-making and policy development. This all will support the newly formed PMCW and its Technical Secretariat in assessing key policy challenges and preparing for effective water policy development and implementation.

 

Outputs Pillar I

JCAR supports MWRI to ‘Prepare for Future Water Challenges’ and meet policy objectives identified by the different water management agencies, stakeholders, key experts, donors, and funding agencies. This includes mainstreaming environmental assessment and strategy development into water policy in Egypt. Three outputs are defined for Pillar I:

  • Output 1: Technical assistance and operational support to MWRI to enhance their role in reaching the water management high-level policy objectives and coordinating of the Permanent Ministerial Committee on Water and its Technical Secretariat.
  • Output 2: Policy briefs, white papers, and background notes, which builds on and informs the discussions between key stakeholders in the water sector in Egypt.
  • Output 3: An improved Environmental Assessment and Strategy Development in the water sector.
